LEAGUE RULES/FORMS

These Inter-League rules were approved at an Inter-League meeting held on April 2, 2007 and supersede any and all other Inter-League rules. For something not covered in the Inter-League Rules, consult your respective rule book.

2007 Interleague Rules

The Atascosa Inter-league Board will consist of any and all Little Leagues chartered in Atascosa County who wish to participate for the current season.  Each league will be represented by the local league President and Player Agents. Each league is encouraged to have an Inter-league Vice-President to represent their league in the absence of their President or Player Agent and to assist with all inter-league matters. The voting members will consist of the President and Player Agent of each league. If the President or Player Agent are unable to attend, the local league may send a representative to assume the absent members duties.  This person will have voting rights for that meeting only.  Each local league will be entitled to a maximum of two (2) votes on each issue. All other visitors will be asked not to participate in the discussions.

An Inter-league President, Vice-President, and Secretary will be voted on at the first inter-league meeting of the season by the local leagues (President and Player Agent only). The Inter-league President and Vice-President MUST be a current president from a local league participating for the current season. The Inter-league will also elect a secretary for the season. The scheduling of inter-league games will be rotated through the participating leagues in alphabetical order. If a league chooses not to do the schedule when it is their turn, it will go to the next league according to the alphabet. The following year, it will continue with the next league in order.  No league will be responsible for the schedule for two consecutive years.

Inter-league rules will apply and supersede any and all Local Rules concerning Inter-League play.  The chain-of-command regarding Inter-League play will be the Umpire at game (verbal, before the Umpire leaves the field), Local Board Member in charge (verbal, within 30 minutes of the end of the game), and your Local Board President (verbal, within 2 hours & writing, within 24 hours). The Local Board President will then forward information to the Inter-League President within the hour of receipt.

All waivers shall be approved in accordance to the Official Regulations and Playing Rules standards prior to any actions taken by a Local League that would be perceived otherwise. The Inter-League Board must be informed of any variance to Little League recommended age groups requiring a waiver or not.  Waivers approved by Little League, Inc. must be presented to the Inter-League Board within 48 hours of receipt of approval.

The Inter-League Protest Committee shall preside over all protests/suspensions in two leagues are involved.  The Protest Committee will be notified of the rulings when two teams from the same league are involved.  Protested Inter-League games must follow the rules as stated by Little League, Inc. The manager of the protesting team must submit protests to their local league president in writing within 24 hours from the time the protest occurred. The Local League President will forward the protest to the Inter-League President within 24 hours from the time the protest occurred.  The umpire must also submit their written report to the Inter-league President within 24 hours.  The Inter-league Protest Committee will consist of the Inter-League President plus one representative from each league. The Inter-League Board will meet within 72 hours to decide on whether or not to pursue the protest/discipline issue. Inter-League decisions regarding protests or discipline shall require 2/3 vote of members present at the called meeting.  The decision of the Inter-league Protest Committee is final and shall not be misconstrued, modified or slandered by any Local League Board of Directors in regards to rules and discipline. Any behavior unbecoming of an umpire, manager, or player shall be brought before and discussed by the Inter-league Board.

Local leagues will submit a list of umpires they recommend to be used at inter-league games “behind the plate”.  The Inter-league Board will agree on the list of approved umpires to be used during inter-league games prior to the beginning of the season.  The agreed upon list of umpires will consist of all umpires to be used for inter-league games and any restrictions placed upon them, i.e. Softball only, Minor only, etc.  If the scheduled umpire is unavailable for the game, all efforts shall be made to find an umpire from the approved list.  If no umpire from the list is available, a fan/volunteer from each team (approved by the both managers) will assume the behind-the-plate position and the other will assume the base umpire position. In the Major and above Divisions, games will run a minimum two (2) mechanics team (2 umpires) unless agreed upon by both Managers. The local league will be responsible for obtaining the Little League Volunteer Application and background check for their recommended umpires.  If an umpire cannot start the scheduled game within 30 minutes of the scheduled time, the game shall be rescheduled.

The Official Rule Book will be followed except for the following in the designated divisions:

All home teams will provide water for both dugouts.

COACH-PITCH BASEBALL

  1. The offensive half inning shall be concluded when 8 runs have scored or 3 outs have been made, whichever comes first.
  2. The batting order must include the entire team present in continuous order.
  3. All games are completed when the time expires (1 ½ hours), no matter the number of innings played, as long as both teams have batted an equal number of innings.  No game shall go past two (2) hours if a game is to follow.
  4. The defensive team will field 10 players, with the 10th player playing rover in the outfield.
  5. The coach will pitch over-handed from the mound (35 to 46 feet); the player pitcher must remain on the mound.
  6. The coach-pitcher will not be allowed to leave the mound to coach his batters during their time at bat (no telling them when to swing, etc.) except for a safety issue.
  7. The coach-pitcher will pitch up to 6 pitches and the batter will either hit the ball into play or will be called out after the 6th pitch unless the ball is foul tipped. The batter can continue to foul tip indefinitely. There will be no strikes or walks.
  8. Stealing is not allowed.
  9. Lead-offs are not allowed.
  10. There will be a 1 base advancement on an overthrown ball.  Each overthrown ball is considered a separate incident. If the ball is overthrown when being thrown back to the player-pitcher, there will be no base advancement. The ball is dead if the player-pitcher is on the mound and the ball is being thrown back to the player-pitcher and the ball is in the infield.
  11. Mandatory play will apply.
  12. The home team will be responsible for preparing the field before the game. The home team will be responsible for providing an announcer and scorekeeper.
  13. A volunteer, at least 16 years of age with knowledge of baseball, will be provided to count pitches, call outs, and keep control of the game.  This volunteer does not have to stand behind home plate.
  14. Coach-Pitch Baseball will use a RIF-5 regulation size baseball.

COACH-PITCH SOFTBALL

  1. The offensive half inning shall be concluded when 8 runs have scored or 3 outs have been made, whichever comes first.
  2. The batting order must include the entire team present in continuous order.
  3. All games are completed when the time expires (1 ½ hours), no matter the number of innings played, as long as both teams have batted an equal number of innings.  No game shall go past two (2) hours if a games is to follow.
  4. The defensive team will field 10 players, with the 10th player playing rover in the outfield.
  5. The coach will pitch under-handed fast-pitch from within the pitching circle (30 to 35 feet); the player pitcher must remain on the mound).
  6. The coach-pitcher will not be allowed to leave the circle to coach his batters during their time at bat (no telling them when to swing, etc.) except for a safety issue.
  7. The coach-pitcher will pitch up to 6 pitches and the batter will either hit the ball into play or will be called out after the 6th pitch unless the ball is foul tipped. The batter can continue to foul tip indefinitely. There will be no strikes or walks.
  8. Stealing is not allowed.
  9. Lead-offs are not allowed.
  10. There will be a 1 base advancement on an overthrown ball.  Each overthrown ball is considered a separate incident. If the ball is overthrown when being thrown back to the player-pitcher, there will be no base advancement. The ball is dead if the player-pitcher is within the circle and the ball is being thrown back to the player-pitcher and the ball is in the infield.

  13. A volunteer, at least 16 years of age with knowledge of softball, will be provided to count pitches, call outs, and keep control of the game.  This volunteer does not have to stand behind home plate.
  14. Coach-Pitch Softball will use a 10-inch softball.

MINOR DIVISION BASEBALL & SOFTBALL

  1. The offensive half inning shall be concluded when three outs have been made..
  2. Stealing will be allowed.  The player cannot leave the base to steal until the ball crosses the plate. There will be no lead-offs.
  3. No balks.
  4. The length of the game will be 1 hour and 45 minutes or 6 innings whichever comes first. For a regulation game see rule 4.10 and 4.11.
  5. Home team will be responsible for preparing the field before the game. The home team will provide an announcer, an official scorekeeper and a pitcher counter (baseball only).  The scorekeeper and the pitch counter can be the same person.
  6. The home team will provide the umpire(s).
  7. No inning will start after 1 hour and 45 minutes.  If there is no game to follow, the game must go 6 innings unless halted by the 10 o’clock curfew or the 10-run rule.

MAJOR DIVISION BASEBALL & SOFTBALL

  1. The length of the game will be 1 hour and 45 minutes or 6 innings whichever comes first. For a regulation game see rule 4.10 and 4.11.
  2. Home team will be responsible for preparing the field before the game. The home team will provide an announcer, an official scorekeeper and a pitcher counter (baseball only).  The scorekeeper and the pitch counter can be the same person.
  3. The home team will provide the umpire(s).
  4. No inning will start after 1 hour and 45 minutes.  If there is no game to follow, the game must go 6 innings unless halted by the 10 o’clock curfew or the 10-run rule.

JUNIOR & SENIOR DIVISION BASEBALL & SOFTBALL

  1. The length of the game will be 2 hours or 7 innings whichever comes first. For a regulation game see rule 4.10 and 4.11.
  2. Home team will be responsible for preparing the field before the game. The home team will provide an announcer, an official scorekeeper and a pitcher counter (baseball only).  The scorekeeper and the pitch counter can be the same person.
  3. The home team will provide the umpire(s).
  4. No inning will start after 2 hours.  If there is no game to follow, the game must go 7 innings unless alted by the 10:30 o’clock curfew or the 10-run rule.

A game will be rescheduled one (1) time provided that notice is given at least 48 hours prior to the scheduled game by either team. If notice is given less than the prescribed time frame, the two (2) league presidents or their appointed representative will decide if it will be rescheduled or not. If no notice is presented in the prescribed time frame, the game will be considered as a “non-played game". Games that are not played due to weather will be rescheduled one (1) time.

It is MANDATORY that each manager and game umpire review each teams scorebook prior to the game, and mandatory that each manager sign each teams scorebook after each game to determine pitcher eligibility for that game.

Participating Local Leagues who do not follow the rules as agreed upon by the Inter-league Board may be subjected to being removed from participation in Inter-league play.  Copies of Inter-League Rules must be distributed to all managers of teams involved in Inter-League play.  Inter-League rules apply to all teams involved in regular season play to the extent of regular season play.  All Local Leagues will present a copy of the Local Leagues minutes regarding the Local Leagues’ Board approval to play by Inter-league Rules.
